摘 要：【目的】自新型职业农民培育工作列为平罗县农村重点工作以来成绩颇多，但在发展中仍存在“圈层结构”“利益博弈”“隐性门槛”等问题。亟需解决现存问题，加快培养一支高素质现代农业生产经营队伍。【方法】研究小组以宁夏平罗县为例，首先探究了平罗县在行业分类培训、政策统筹、农民职称评审等方面的具体工作实践；其次，从农民主体、培训主体、职称评审三个角度，针对性地提出了平罗县在相关方面的问题；最后，详细阐述了平罗县新型职业农民培育对策，并强调了新型职业农民培育的重要性。【结果】平罗县培育新型职业农民的成效显著，在生产经营、专业技能等领域培育了一批优秀的职业农民，截至2022年，平罗县培育新型职业农民近3 000人。【结论】未来还应积极将互联网、人工智能等新要素引入农业，使新型职业农民掌握农业新技术，加强新型职业农民引领现代农业的能力，让他们真正成为乡村产业兴旺的实践者、创造者，共同建设现代化美丽乡村。

Abstract: [Objective] Since the cultivation of new vocational farmers has been listed as the key work in rural areas of Pingluo County, many achievements have been made, but there are still problems such as “circle structure”, “interest game” and “implicit threshold” in the development. There is an urgent need to solve existing problems and accelerate the cultivation of a high-quality modern agricultural production and management team. [Method] Taking Pingluo County of Ningxia as an example, the research team first explored the specific work practices of Pingluo County in terms of industry classification training, policy planning, farmer title evaluation, etc. Secondly, from the three perspectives of farmer subject, training subject and professional title evaluation, the relevant problems of Pingluo County are pointed out. Finally, the strategies for cultivating new vocational farmers in Pingluo County were elaborated in detail, and the importance of cultivating new vocational farmers was emphasized. [Result] Pingluo County has achieved remarkable results in cultivating new vocational farmers. A number of excellent vocational farmers have been cultivated in production and management, professional skills and other fields. By 2022, Pingluo County has cultivated nearly 3 000 new vocational farmers. [Conclusion] In the future, new elements such as the Internet and artificial intelligence should be actively introduced into agriculture to enable new professional farmers to master new agricultural technologies, strengthen their ability to lead modern agriculture, and truly become practitioners and creators of rural industry prosperity, jointly building modern and beautiful villages.
