摘 要：实施乡村振兴战略是新时代党中央破除农村发展困境的关键一招。农村基层党组织是党在农村全部工作和战斗力的基础，是推进乡村振兴工作的中坚力量。农村基层党组织是推进乡村产业振兴的“领导者”，是推进乡村人才振兴的“主心骨”，是推进乡村文化振兴的“助推器”，是推进乡村生态振兴的“压舱石”。课题组介绍了T县推进乡村振兴中农村基层党组织建设的现状，分析了T县农村基层党组织建设中存在的人才短缺、制度建设滞后、服务意识滞后和创新意识不足等现实困境，并提出了乡村振兴中强化农村基层党组织建设、充分发挥其战斗堡垒作用的路径：内育外引，建立人才培养新模式，培育乡村振兴实干家；发展集体经济，夯实农村基层党组织发展的经济基础；健全运行机制，构筑农村基层党组织发展的制度保障；转变思想，加强农村基层党组织政治传导功能；注重服务，筑牢农村基层党组织党员干部的服务意识。

The Practical Role, Practical Difficulties and Development Path of the Rural Grass-Roots Party Organization in Rural Revitalization—Research Based on T County of Chongzuo City

Abstract: The implementation of the rural revitalization strategy is the key measure for the Party Central Committee to break the rural development dilemma in the new era. The rural grass-roots party organization is the foundation of the Party’s overall work and combat effectiveness in rural areas and the backbone of promoting rural revitalization work. The rural grass-roots party organization is the “leaders” in promoting the revitalization of rural industries, the “backbone” in promoting the revitalization of rural talents, the “booster” in promoting rural cultural revitalization, and the “ballast” in promoting rural ecological revitalization. The research group introduced the construction current situation of the rural grass-roots party organization in promoting rural revitalization in T County, analyzed the practical difficulties in the construction of the rural grass-roots party organization in T County, such as the shortage of talents, the lag of institutional construction, the lag of service awareness and the lack of innovation awareness, and proposed the path to strengthen the construction of the rural grass-roots party organization and fully play their role as battle fortresses in rural revitalization: internal education and external guidance, establishing a new mode of talent cultivation, cultivating rural revitalization practitioners; developing the collective economy and consolidating the economic foundation for the development of the rural grass-roots party organization; improving the operational mechanism and building institutional guarantees for the development of the rural grass-roots party organization; transforming thinking and strengthening the political transmission function of the rural grass-roots party organization; paying attention to service and strengthening the service awareness of party members and cadres in the rural grass-roots party organization.
