摘 要：【目的】探究新型城镇化与乡村振兴协调发展的渠道和方式，缓解城乡发展矛盾，缩小城乡差距，着力解决“三农”问题，助力实现城乡融合发展。【方法】研究小组基于新疆乌鲁木齐市2012—2021年相关数据，通过构建新型城镇化与乡村振兴综合评价指标体系，运用耦合协调模型与灰色关联度模型，对两个系统间的耦合协调水平及灰色关联度水平进行分析。【结果】1）两系统的耦合度较高，数值位于0.973~1.000之间；耦合协调度呈现逐年增长的趋势，从2012年的0.197上升至2021 年的0.417，实现了从严重失调到濒临失调的转变。2）乌鲁木齐市新型城镇化与乡村振兴水平在总体上呈现缓慢增长的趋势，其综合评价指数由乡村振兴滞后型逐渐向新型城镇化滞后型转变。3）通过灰色关联度计算分析得出，新型城镇化指标对乡村振兴系统的关联度结果位于0.611~0.795之间，乡村振兴指标对新型城镇化系统的关联度结果位于0.689~0.883之间。 【结论】两系统灰色关联度较高，说明两个系统指标之间的相关性较强，指标选取合理。未来，可进一步通过加强乡风文明建设、加快推动城乡要素自由流动等方式建设可持续发展的新型城乡关系，促进农业结构转型升级，缩小城乡差距。
Research on the Coordinated Development of New Urbanization and Rural Revitalization in Urumqi

Abstract: [Objective] To explore channels and ways to promote the coordinated development of new urbanization and rural revitalization, alleviate the contradiction between urban and rural development, narrow the urban-rural gap, focus on solving the “three rural” problems, and help achieve urban-rural integration development. [Method] Based on relevant data from Urumqi City, Xinjiang from 2012 to 2021, the research group constructed a comprehensive evaluation index system for new urbanization and rural revitalization, and used a coupling coordination model and a grey correlation degree model to analyze the coupling coordination level and grey correlation degree level between the two systems. [Result] 1) The coupling between the two systems is relatively high, with values ranging from 0.973 to 1.000; the coupling coordination degree shows an increasing trend year by year, from 0.197 in 2012 to 0.417 in 2021, achieving a transition from severe imbalance to near imbalance. 2) The overall level of new urbanization and rural revitalization in Urumqi shows a slow growth trend, and its comprehensive evaluation index is gradually transitioning from lagging rural revitalization to lagging new urbanization. 3) Through grey correlation analysis, it was found that the correlation between the new urbanization indicators and the rural revitalization system is between 0.611 and 0.795, while the correlation between the rural revitalization indicators and the new urbanization system is between 0.689 and 0.883. [Conclusion] The grey correlation between the two systems is relatively high, indicating a strong correlation between the two system indicators and a reasonable selection of indicators. In the future, we can further build a sustainable new urban-rural relationship by strengthening the construction of rural civilization and accelerating the free flow of urban-rural factors, promoting the transformation and upgrading of agricultural structure, and narrowing the urban-rural gap.
