摘 要：土地整治项目是实现耕地数量与质量双提升、促进建设用地集约利用、提高农民收入并改善区域生态环境状况的有效手段。基于此，文章以X省省级投资土地整治项目为对象，系统研究了土地整治项目实施管理中在可研论证、规划设计、招投标、项目施工、资金管理及内业资料归档等方面存在的问题与成因，并据此提出了相应的对策与建议，仅供参考。

Research on Problems and Countermeasures in the Implementation of Land Consolidation Projects

Abstract: Land consolidation projects are an effective means to achieve an increase in both the quantity and quality of cultivated land, promote the intensive use of construction land, improve farmers’ income, and enhance the regional ecological environment. Based on this, the article takes the provincial-level investment land consolidation project in X Province as the object, systematically analyzes and studies the problems and causes in the implementation and management of land consolidation projects, including feasibility study, planning and design, bidding and tendering, project construction, fund management, and archival management of internal documents. Based on the analysis, corresponding strategies and suggestions are proposed, for reference only.
